The city could not afford to pay for a health inspector, resulting in the existence of bugs in the Titans' food. The water was not clean due to the aging with the city pipes. There is no way to pay for these expenses without tax dollars. The Titans realize how the lack of tax dollars reduce the quality of life. They try to bring back the IRS to collect tax money to help keep the community upkeep. They find they can't bring it back, so they decide to be the IRS to collect money to repair the city.
