The meeting was a convention of delegates from the Thirteen Colonies in Philadelphia, Pennsylvania, who declared that the American Revolutionary War had begun. Many of the delegates were in favor of war, while others were opposed to it.
The Second Continental Congress votes to declare independence from Great Britain then refines the text of the Declaration of Independence.
